An online design tool for creating or editing a variety of graphics. A paid option gives expanded access to pre-made templates and stock assets.
FotoFlexer
Basic editing functions like retouch, crop, resize, and special effects like added animations or text.
Pixlr
Advanced photo editing and image creation tools. Many similarities to Photoshop. Open images from your computer or URL. Pixlr Express for basic edits. No registration required.
Sumo Paint
Advanced photo editing and image creation tools. Many similarities to Photoshop. Pro version available for a fee.

Mobile-Based Image Editing

Snapseed
Google's standalone photo editing app. Offers more features than does Google Photos.
Photo Editor
A photo editing app for Android that includes unobtrusive ads. Although the interface is often difficult to navigate, the features are relatively robust.

Image Storage and Sharing

The following applications offer free image storage space for users, and a range of functions that allow you to share, tag, and manage your personal image collections.

Please note that these sites only allow users to upload content they have created (your own photographs or image products). Images scanned from books, downloaded from the web or databases, or acquired from other sources, should not be uploaded into image sharing sites.

Flickr
Tag and share photos. Assign Creative Commons licenses to your work so others know how to use and cite it. Free accounts are limited to 1000 images. Includes an API and integration into web utilities.
Google Photos
Upload photos, create albums, annotate and share. Includes integrated editing tools.
Imgur
Oriented toward images shared over social media, but not great for photos. Unlimited uploads. 20MB size limit for non-animated files.
